Spanish news agency, EFE, and other media said the building housed a restaurant called Medusa Beach Club located near the beach.
Public television for the Balearic Islands, IB3, reported there were people dancing on the terrace when it collapsed on top of another floor underneath.
The building collapsed at about 20:30 local time (19:30 BST) on Thursday night, causing people to fall into the basement below, where there were customers and staff.

Police say the terrace caved in due to 'excessive weight' being placed on it.
A local police spokesperson told Spanish radio station RNE: "The terrace has come down, probably due to excessive weight."
However, investigations continue.

Emergency services are continuing to search the site and attend the wounded.
Several people are now believed to be trapped under the rubble at the site of the beach club.
It's been reported that three women and a man are the victims in the horrific tragedy but their identities have yet to be released by authorities.
The owner of the fashion store, Moda Meena on Cartago Street, which was next to the restaurant, Raúl Pursnami, told El País: "I can hardly even speak. There were people eating, they were on vacation and now look what happened."

The UK Foreign Office declined to say whether any British nationals were affected by the collapse, with a spokesperson telling the BBC: "We are aware of an incident in Palma, and there are currently no reports of British nationals having been involved. We remain in contact with the Spanish authorities."
Spain's Prime Minister, Pedro Sanchez, said he was closely monitoring the situation and his government would be ready to deploy 'all the means and personnel that are necessary'.
"I want to send my condolences to the families of the deceased and my wishes for a speedy recovery to the injured," he added.
